$INFO['board_url'] = '__localhost'; Вместо __localhost у тебя должен быть твой сайт. Посмотри, нет ли после url сайта слеша?

АЦ - форумы - выделяешь форумы и внизу выбираешь группы. Потом нажимаешь "Добавить модератора"
И потом выбираешь все что он может:
Закрывать/открывать темы и тд
