Извиняюсь обознался , думал для 4.2 так как он лежал на оф.сайте Invision

стиль странный. в нем только понравился снегопад в настройках

Для 4,2 бы.....

у меня на 4.2 работает. НО очень много чего надо исправлять и подгонять.
нет смысла возится с ним.

Вот так примерно? Если да, то долго объяснять..

как вариант можно запретить обычным пользователям загрузить аватарки , только для продвинутых ( как пример там можно настройть группы от 10 постов чтоб автоперекинуло их на продвинутых )
или добавить другой сервер и настройть его чтоб держал там аватарки и прочие пользователские файлы , а сам форум на первый галовной сервер ))

Хамелион нормальный стиль вообще? Ну чисто Ваше мнение о нем?

А может стоит задавать вопрос в теме самого стиля? Их как бы много

Это не повод плодить темы, есть правила. И то что вам срочно надо не обязывает других в обязательном порядке отвечать. 
Ставьте стиль и проверяй, в чем проблема

То есть сам чат залезает под полоску навигации и хотелось бы убрать расстояние где отметил красными крестиками.

Downloads отключите и настраивайте группы свои. Там какие-то проблемы с обновлением.

Проверьте папку на наличие двух файлов:
/forum/applications/downloads/extensions/core/ContentRouter/  было два файла:
downloads.php
Downloads.php
Удалите downloads.php - должно помочь.
