When I try on any theme to arrange my blocks available they all want to sit on the bottom of the page. I try and move them to either side and they won't go there. I also remove them to try again and I refresh the page and they are still there. No matter what theme I use same issue. Only the main page seems to be affected. The other pages the block areas seems fine. I get it back to normal and after some time it goes back to wanting to be at the bottom again.
