Можно сделать на хранилищах типа облако мэил.ру или яндекс диск.

Настройте возможность нужным группам загружать ссылки на файлы.

Заливаешь файл на диск, в ip.downloads включаешь возможность вставки ссылки на файл, потом при добавлении просто вводишь ссылку на файл на диске и все...

Должно получится так
