+цитата и форма быстрого ответа, но без прав доступа т.е. при отправке сообщения выдавало ошибку извините, вы не имеете доступа, необходимо войти или зарегистрироваться.

по-моему во 2-ой версии ipb была такая возможность.

​Нашел решение, нужно было просто права выставить :)

Configure browser push notifications
Chrome (Android)
