Как добавить вот такое чудо, чтобы когда листали вниз, эта рамка преследовало не зарегистрированного посетителя ? И можно было написать свой текст

Sticky Global Message вам в помощь. Подправите css как надо и напишите что угодно. Группу пользователей выставите "Гость" и будут только они видеть
