Собственно. Почему не устанавливаеся? В чём проблема? Дайте ответ

Может, проблема в кодировке БД? Удали БД, создай новую с кодировкой utf8_general_ci

Так оно и есть.

А вообще достаточно вбить в гугле эту ошибку и не переходя не на какие сайты уже можно прочитать лишь в описании, что это ошибка в кодировках. Людям следует почаще заглядывать в руководства по установке., если уже в первый раз устанавливают форум.
