Доброе утро подскажите как можно поставить кнопку наверх как на скрине вместо той?

    Ну посмотрите адрес изображения той кнопки и замените ее.

    Я то знаю где она мне бы убрать обводку круглую и при навидений курсора затимнение а нужно одну кнопку и все подскажи как убрать и поставить просто кнопку?

    Просто путем замены кнопки глупо выглядит

    Оформление кнопки прописано в ipb_styles.css.

    #backtotop и #backtotop:hover соответственно при наведении курсора!

    Убрать все эффекты можно удалив эти id'шники.
