Возможно ли каждой группе настроить флуд-кантроль? Допустим, пользователей может создавать тему или писать сообщение раз в 2 минуты, а модератор раз в 1 минуту.

    Нет, "из коробки" можно только настравивать группам обход флуд-контроля. Отдельные настройки только если писать плагин для этого
