Создал группу тех.поддержки, выбрал права как у пользователя, дал доступ в раздел администрации(поддержка), теперь эта группа не может создавать темы. Группа идентична пользователю.

    И других кнопок основных нету, типо оценить(в  настройке группы - разрешена оценка)
