I mean the option to deactivate an account and when the user tries to log in it says that his account has been deactivated.

I don't think it is possible to realize your idea on IPS without any additional applications. Even with the famous Automation Rules it seems to me to hard to meet your needs. I guess, the only way is to consider to install any of these applications to try:
