Нет доступа добавить файлы в Файловый раздел, но зато в есть доступ к добавлению в "Релизы IP.Board".

    Я думаю, вопрос всё в том же, в количестве набранных сообщений на форуме

    the.bunin скорее всего, но в таком случае надо убрать доступ и в  "Релизы IP.Board", чтобы случайно не наспамили.
