Добрый день!

У меня возник вопрос: что и где нужно прописать, что бы сам форум прокручивался, а фон форума оставался на месте?

    Приветствую. Зависит от установленного стиля. В основном это делается в ipb_styles.css

    У элемента body дописать background-attachment: fixed
