На 8из13 стадии вылетает такая ошибка

when you refresh the page. Sometimes the error will need to be fixed by an administrator before the site will become accessible again.

База чистая.....не пойму в чем проблема

Кодировка базы данных должна быть utf8, сопоставление - utf8_general_ci
