Когда назначаю модератора добавляя его в выбранные форумы и давая ему группу модераторы, то при редактировании темы.сообщений других пользователей и попытке её сохранения в шапке быстрого редактора пишет NO_EDIT_PERMS

Как с этим бороться?

Отключить все сторонние хуки.

Через режим производительности помогло  :D

Сейчас вычеслю какой хук и отпишусь .
