Нет тем. Такое может быть если тем действительно в данном форуме еще не создавалось, или если выставлены фильтры просмотра списка тем. 

Хотя адм видит все темы? как исправить?

    настроить права групп, и права для форумов.

    что именно, группа пользователи стандарт, у форумов вроде все галочки

    проверьте все ли галочки или нет

    и особенно проверьте на: "Чтение тем"

    если английская версия то: "reading those"

    boom123,Когда Вы создаете под форум, нужно выставить права доступа в нем, если вы его уже создали, в АЦ нажмите справа от под форума на стрелочку(чуть правее карандаша), затем выберите "Права Доступа" - Просмотр Форумов, Чтение Тем[Остальное по желанию].
