Подскажите как включить html редактор тем?

В вашей версии 3.3.2 ее нет. В версии от IPS есть.

Слева в панели bb-кодов есть переключатель редактора. Это и есть HTML редактор!

Ну вот у нас на форуме IPB 3.3.1 и все есть, значит и в 3.3.2 есть.

Поставил чистый форум. Аккаунт администратора. В АЦ отредактировал форум, на вкладке Postable Settings первый пункт - Enable HTML Posting (where allowed) поставил на Yes, все работает.
