    Так как меня уже в личку спрашивают о решение этого небольшого, но неприятного глюка, отвечаю здесь:
    В админке Внешний вид -> Поиск и замена
    вбиваем в поиск time_offset переходим в форму skin_register
    заменяем
    <input type='hidden' name='time_offset' id='auto_time_offset' value='0' />
    на 
    <input type='hidden' name='time_offset' id='auto_time_offset' value='{$this->settings['time_offset']}' />
     
    Сохраняем, всё теперь при регистрации будет подставляться значение часового пояса, прописанное  в Настройки -> Формат чисел, времени и дат
