Подскажите кто знает, есть возможность поднять меню пользователя на верх ?

    instrumentariy, в custom.css напиши 

    #elUserNav {
        top: 0px;
    }
     
    и всё будет сверху

    ну я так думаю надо минус писать 9_9

    Выше ответили. Отрицательное значение ставь. А вообще хотя бы азы CSS и HTML нужно почитать. Тогда большинство вопросов сами отпадут
