Друзья, забыл и не могу найти - как сделать так, чтобы боковая панель была на всех страницах форума?

И где редактировать шаблон так, чтобы уменьшить столбцы внутри тем (чтобы боковая панель смотрелась гармонично).

    просто добавть виджеты в разделы и на странице
