Не загружаются темы, вложения и т.п.

Поставил nulled 41.19.4 на vds, все ок, кроме одного, не хочет загружать файлы.
Не загружается русский перевод, темы, вложения и все в этом духе.
Настройки пхп 7: memory_limit 128, max_file_uploads 20, upload_max_filesize 30
Началось такое еще с версии nulled 41.19.3.
