Как сделать такое же окно, в темах?
Много мучался и пробовал сделать что-либо похожее, не получалось. Сначала думал что это объявление, но нет.

Кто может подсказать?

    Объявления на отдельной странице открываются, а тут на этой же странице.

    В 4.3.5 объявления переделали, теперь открываются во всплывающем.
