Как сделать кнопку,чтоб при ее нажатии, полосу прокрутки отпускало на тот раздел форума,который я хочу.

 

Пример: www.nulled.to, http://cracked.to

Там есть панель быстрого перехода.Как это сделано?

    Она наверно имеет в виду якорь, это на странице нужно добавить атрибут id="tvoename" к какому нибудь элементы (имя должно быть уникально. Максимум 1)

    и сделать ссылку на странице типа  

    <a href="#tvoename">Перейти к профилю</a>

    аа сори, чёт не видел пример. Maiden8  этот плагин, всё верно.
