An error occurred (500 error) installing and upgrading

I followed the upgrade guide correct, I went to the original files and drag all them and overwritted the ones but when I did that I get this error, even when installing a fresh install I'll get this same error what am I doing wrong?

I installed the latest install

Загрузи данный файл в корневую папку пространства, где у тебя должен находиться форум, и открой его. После чего сообщи о том, что страница выведет для тебя.
