Предлагаю ограничить доступ в чат, пока пользователь не набрал хотя бы 10 сообщений, а лучше 25  :dance:

Это для того, чтобы в чате не было тупых вопросов от пользователей у которых по нулю или несколько сообщений на форуме  :8:

 

Ведь пол чата, извините, засерается  :mad:

В настройках прав обычных пользователей во вкладке Shoutbox'а поставь какое-нибудь число для ограничения использования, напишут сообщений 10 на форуме - смогут писать.
