There is a problem in ips and that the default language for the guest is English and until the user manually changes the language, English is shown to the user.
How to fix this problem???

Язык для гостей от настроек браузера зависит. Если такого языка нет в системе сайта, то дефолтный английский (или какой выбрал администратор в настройке языков). Если такой язык есть и он отличен от английского, то выбирается он.

There is no option to set guests in the settings

Настройки для гостей зависят от файлов cookie в их браузерах. Почистите куки в браузере, в котором проверяете. В браузере должен быть включен язык Persian.

If the guest uses browser in English, that means that he want to read sites in English. This is the logic of the Invision Community developers. 

You do not need to control everything. Just leave as it is or delete English language from the site.
