Есть такой плагин, который будет дублировать или оповещать о новых темах в телеграм канал ?

    Сделайте экспорт RSS-ленты форума в Телеграм. В интернете можно найти множество публикаций, как создать бота в Телеграм, сделать его администратором группы / канала, привязать к боту RSS ленту.
