тоже не особо нравится это. 
можно написать плагин, который будет встраивать пункты определённых блоков в блоки, которые ты указал, но хз, что из этого выйдет. надо попробовать.

с решениями и в топиках такая же проблема.
через "author_solved_count" они выводятся только в разделе с вопросами.
мб можно как-то по-другому ещё, не учитывая прямого вывода с бд, конечно.

And if possible it would be nice If an Admin enables "Save Previous Version?" from AdminCP, that will help file posters to keep changelogs detailed and delete empty changelogs.

плагин заменяет тег <li>, а т.к. у тебя их больше одного, он делает дубликаты.
удали их или сбрось до дефолта.

I finally solved the problem.
solution: we should disable "files must be approved" in file category
What's the point in that
